The study aims to develop and test a youth-adult partnership observation rubric in order to enhance program evaluation research against youth-adult partnership quality standards and provide an effective tool for professional development through self-assessment. Based on partnership with The Neutral Zone — Ann Arbor's Teen Center, qualitative data through youth-adult meeting observations and focus groups, as well as youth survey data on engagement and empowerment experiences will be collected. The study period is from January to December 2014.
